Privatisation is not the panacea for all the ills of public enterprises. At a particular stage in the development of a nation’s economy, there are certain functions that only the state can perform. This situation is also a function of national maturity. The author Dr. P D Shenoy, an IAS offi cer with wide experience in managing public utilities, illustrates the composition, scope and limitations of public utilities. The issues of social justice, social equity, social responsibility, all weigh heavily against a purely commercial outlook. Yet, as the author demonstrates there are parameters and processes by which effi ciency of such utilities can be measured and ensured.
